DCJ Attends Conference of Constitutional Jurisdictions of Africa

LUANDA: The Deputy Chief Justice, Hon. Justice Alfonse Chigamoy Owiny-Dollo, is in Luanda, Angola, for the four-day 5th Congress of the Conference of Constitutional Jurisdictions of Africa (CCJA).
The Ugandan DCJ, who chaired the first Plenary Session of the Congress on Monday June 10, 2019, noted that constitutional jurisdiction is a key guarantor of fundamental rights and freedoms and makes justice functional.
A decision to create the Congress was adopted in July 2010 at the 15th African Union's Ordinary Session of the Conference of Heads of State and Government held in Kampala,Uganda - for the promotion and dissemination of the universal values and principles of rule of law, democracy and human rights enshrined in the preamble of the Constitutive Act of the African Union.
The CCJA currently has 45 African constitutional court members, and three non-African observer members, namely: Brazil, Russia and Turkey.
The representatives of the Constitutional Courts and Councils and equivalent institutions in Africa take part in the Congress every two years.
Since its creation, four Congresses have been held respectively in Algiers (2011),Cotonou (2013), Libreville (2015) and Cape Town (2017).
